thưa chư Phật tử và nhân dân Tây Tạng,
Từ
tháng 3 năm 2011 đến nay, đã có tới 12 vị Tăng, Ni Tây Tạng, phát đại nguyện tự
thiêu, lấy thân mình làm ngọn đuốc thắp sáng lương tri chính quyền Cộng Sản Bắc
Kinh, kêu gọi sự quan tâm của nhân loại yêu chuộng công lý và hòa bình đối với
chính sách đàn áp tôn giáo và tiêu diệt văn hóa Tây Tạng của chính quyền Cộng Sản
Trung Quốc.
Qua
các sự kiện trên, chúng tôi, Tăng, Ni và Phật tử Việt Nam thuộc Giáo Hội Phật
Giáo Việt Nam Thống Nhất Liên Châu (gồm bốn tổ chức Giáo Hội Úc châu, Âu châu, Hoa
Kỳ và Canada), nhận định rằng:
-
Kể từ khi chính quyền Cộng Sản Trung Quốc dùng bạo lực quân sự xâm chiếm Tây Tạng
buộc Đức Đạt Lai Lạt Ma phải lưu vong tại Ấn Độ vào năm 1959 đến nay, chưa bao
giờ tình trạng đàn áp và tiêu diệt văn hóa Phật Giáo Tây Tạng của chính quyền Bắc
Kinh lên đến mức khốc liệt như hiện nay: chùa chiền bị bao vây, Tăng Ni bị kiểm
soát, sách nhiễu, đàn áp, tù đày, giết chóc, văn hóa bị biến chất, giống nòi bị
pha tạp, môi trường thiên nhiên và xã hội bị ô nhiễm;
-
Mặc dù, Đức Đạt Lai Lạt Ma đã nhiều lần công bố trước dư luận quốc tế về lập trường
chỉ muốn cho Tây Tạng được tự trị trong một số lãnh vực, đặc biệt là về Phật Giáo
và văn hóa, và Ngài cũng đã bày tỏ công khai về thái độ từ bi bất bạo động và ước
muốn được chính quyền Cộng Sản Trung Quốc đối thoại trong tinh thần tương kính
và hiểu biết lẫn nhau để tìm giải pháp ôn hòa cho Tây Tạng, chính quyền Cộng Sản
Bắc Kinh vẫn không khoan nhượng, không thật tâm đối thoại, mà ngược lại ngày càng
thẳng tay đàn áp một cách thô bạo hơn;

Đã từng kinh qua thảm nạn bị đàn áp tôn giáo và đã từng có hàng mấy chục Tăng
Ni, Phật tử tự thiêu để đánh thức lương tri những người cầm quyền dưới chế độ độc
tài gia đình trị của Cố Tổng Thống Ngô Đình Diệm vào những năm đầu thập niên
1960 của thế kỷ trước, và dưới chế độ độc tài toàn trị của Cộng Sản Việt Nam
trong suốt 36 năm qua; Tăng, Ni và Phật tử Việt Nam không khích lệ sự tự thiêu
nhưng nhận thức tự thiêu là hành động phát nguyện hy sinh cá nhân một cách bi
tráng và trong tinh thần hòa bình, khoan dung của người con Phật đối trước bạo
lực của các chính thể độc tài.
Từ
những nhận định trên, toàn thể Tăng, Ni và Phật tử Việt Nam
thuộc Giáo Hội Phật Giáo Việt Nam Thống Liên Châu đồng tâm lên tiếng:
-
Toàn tâm hậu thuẫn cho Đức Đạt Lai Lạt Ma và Tăng, Ni cũng như nhân dân Tây Tạng
trong công cuộc vận động cho một đất nước Tây Tạng tự trị trong một số lãnh vực
bằng tinh thần từ bi bất bạo động;
-
Nhất tâm cầu nguyện cho chư Tăng, Ni đã đem thân mình làm ngọn đuốc cảnh tỉnh
chính quyền Cộng Sản Bắc Kinh và nhân loại trước thảm nạn Phật Giáo Tây Tạng bị
đàn áp và tiêu diệt văn hóa, được siêu thăng Phật Quốc và thành tựu đại nguyện;
-
Phản đối chính sách đàn áp thô bạo của chính quyền Cộng Sản Trung Quốc đối với
Phật Giáo và nhân dân Tây Tạng và yêu cầu chính quyền Cộng Sản Bắc Kinh chấm dứt
tức khắc chính sách tàn ác đó, đồng thời mở đối thoại thật sự với đại diện của Đức
Đạt Lai Lạt Ma và chính phủ Tây Tạng Lưu Vong;
-
Thiết tha kêu gọi Liên Hiệp Quốc, các Chính phủ, các Quốc hội, các Cơ quan nhân
quyền quốc tế và nhân loại yêu chuộng công lý, tự do và hòa bình hãy lên tiếng
can thiệp để chính quyền Cộng Sản Trung Quốc chấm dứt ngay tức khắc việc đàn áp
tôn giáo, vi phạm nhân quyền và tiêu diệt văn hóa Tây Tạng.
Thành
tâm kính chúc Đức Đạt Lai Lạt Ma Đời Thứ 14, chư tôn đức Tăng, Ni và Phật tử Tây
Tạng thành tựu đại nguyện.

DECLARATION
Relating to the self immolations by members of the Tibetan
Sangha to protest against the Chinese communist authorities’ oppression of
religion and destruction of Tibetan culture
To: His
Holiness the 14th Dalai Lama and the Tibetan Buddhist Community
Respectful
Greetings to Your Holiness,
Most
Venerables, Venerables and other Distinguished Members of the Tibetan Sangha
Lay
Buddhists and the Tibetan People,
Since
March 2011, twelve Tibetan monks and nuns have voluntarily immolated themselves,
using their own bodies as a human torch to awaken the Beijing regime’s conscience and to appeal to the concern of peace
and justice loving people over Beijing’s policy of religious oppression and cultural destruction
in Tibet.
From these
events, we, members of the Vietnamese Sangha and lay Buddhists belonging to the
Unified Vietnamese Buddhist Intercontinental Congregation (consisting of the four
Unified Vietnamese Buddhist Congregations in Australia-New Zealand, Europe, Canada and the United States of America) make the following points:
- From the time the Chinese
communist authorities militarily occupied Tibet in 1959, forcing His Holiness
the Dalai Lama to reside in exile in India, Beijing’s oppression and
destruction of Tibet’s Buddhist culture have never been as atrocious as they
are today: temples are under siege, monks and nuns are subject to strict
surveillance, harassment, repression, imprisonment and murder, Tibet’s cultural
identity is being eradicated, its people become sinocized, and its physical and
social environment is contaminated;
- Even though His Holiness the Dalai Lama has repeatedly
declared to the world his sole pursuit of genuine autonomy for Tibet in certain
fields, particularly in Buddhist and cultural affairs, has adopted a
compassionate and non-violent approach, and has expressed his desire to conduct
dialogue with Beijing in the spirit of mutual respect and understanding in
search for a harmonious solution for Tibet, Beijing remains not only
irreconcilable and engaged in dialogue in bad faith, but also practices its
brutal repression more aggressively.
Having
gone through the tragic periods of religious oppression in Vietnam, resulting
in dozens of their follow members of the Sangha and lay Buddhists taking their
life by self immolation in the early 1960’s under the presidency of the late
Mr. Ngo Dinh Diem and during the last 36 years under the totalitarian regime of
communist Vietnam, the Vietnamese Sangha does not encourage self immolation but
nevertheless recognizes that self immolation is an act of courageous and
personal sacrifice in the spirit of peace and forgiveness on the part of a
Buddhist believer facing violent forces of a dictatorship.
In the
light of the above-mentioned points, all members of the Vietnamese Sangha and
lay Buddhists belonging to the Unified Vietnamese Buddhist Intercontinental
Congregation unanimously declare:
- to support wholeheartedly His Holiness the Dalai Lama,
the Tibetan Sangha and people in their struggle for an autonomous Tibet in a
number of fields in the spirit of compassion and non-violence;
- to offer prayer for those monks and nuns who immolated
themselves to make the Beijing regime and the world awake to the plight of
oppressed Tibetan Buddhists and the cultural destruction in Tibet, in order
that their wish may be greatly fulfilled and that they may attain Lord Buddha’s
place of complete bliss;
- to protest against the Chinese communist authorities’
repressive policy vis-a-vis Buddhism
and the Tibetan people, and demand the Chinese communist authorities to end
this brutal policy forthwith and to begin genuine dialogue with the Dalai
Lama’s representative and the Tibetan government in exile;
- to earnestly appeal to the United Nations, national
governments and national assemblies, international human rights organizations
and peace and justice loving peoples of the world to raise their voices and
demand the Chinese communist authorities to immediately terminate its
oppression of religion, its violations of human rights and its destruction of
Tibetan culture.
Wholeheartedly
wishing His Holiness the 14th Dalai Lama, all distinguished members
of the Tibetan Sangha and Tibetan lay Buddhists great success,

Sur l’Affaire de l’Immolation Par Le Feu des Religieux
Bouddhistes Tibétains en Protestation Contre la Politique d’Oppression Religieuse et d’Eradication de la Culture Tibétaine Menée Par le Gouvernement Communiste Chinois

Chers Bouddhistes et
Peuple du Tibet,
Depuis mars 2011 douze
Moines et Nonnes Tibétains se sont immolés par le feu : dans un grand élan
de compassion ils ont transformé leur propre corps en une torche vivante
destinée à éclairer la conscience des dirigeants communistes de Pékin et à
attirer l’attention des hommes épris de justice et de paix sur la politique
d’oppression religieuse et d’éradication de la culture tibétaine pratiquée par
le régime communiste chinois.
A la lumière de ces
évènements, nous, Religieux et Laïcs Bouddhistes Vietnamiens de La Congrégation Bouddhique Unifiée
Intercontinentale Du Viêt-Nam (comprenant les quatre Congrégations
d’Australie, d’Europe, des Etats-Unis et du Canada ) constatons que :
· Depuis que les autorités communistes chinoises ont lancé
leur armée à travers le territoire tibétain, obligeant Sa Sainteté Le Dalaï
Lama à s’exiler en Inde en 1959 jusqu’à présent, jamais l’oppression du peuple
et de la culture tibétains n’a atteint un tel paroxysme : les pagodes sont
assiégées, les religieux sont contrôlés, dénigrés, opprimés, emprisonnés et assassinés,
la race est dénaturée par la force, l’environnement et la société sont pollués
sciemment ;
· Bien que Sa Sainteté Le Dalaï Lama ait maintes fois et
publiquement déclaré devant la communauté internationale sa position très
souple de ne revendiquer pour le Tibet que l’autonomie dans certains domaines
tels que la Religion Bouddhique et la culture, bien que
Sa Sainteté ne cesse de réaffirmer son choix de la non-violence et invité les
autorités communistes chinoises à rechercher une solution négociée par le dialogue
dans le respect mutuel, le régime communiste de Pékin, non seulement rejette
toute concession, mais au contraire durcit son attitude et accroît la violence
de l’oppression ;
· Ayant traversé les mêmes épreuves, endeuillées par le
sacrifice par le feu de dizaines de religieux et laïcs bouddhistes au cours de
deux vagues d’oppression religieuse, l’une durant le début de la décennie 1960
exercée par la famille de feu le Président Ngô-Dinh-Diêm, et l’autre depuis 36
ans sous le régime dictatorial et totalitaire du Communisme Vietnamien, nous
Religieux et Laïcs Bouddhistes Vietnamiens, sans encourager l’immolation par le
feu, considérons qu’il s’agit là d’une réponse individuelle magnanime et
tragique empreinte de l’esprit de paix et de pardon d’un Bouddhiste face à la
force exterminatrice d’un régime totalitaire.
A partir des
constatations ci-dessus, Toute la Communauté Religieuse et Laïque réunie dans la Congrégation Bouddhique Unifiée
Intercontinentale du Viêt-Nam proclame d’une seule voix :
· Nous soutenons Sa Sainteté Le Dalaï Lama, le Sangha et le
Peuple Tibétains dans leur lutte non-violente pour l’établissement d’un Tibet
autonome dans un certain nombre de domaines ;
· Nous prions de tout cœur pour que les Religieux qui ont
allumé de leur corps une torche destinée à réveiller la conscience des
dirigeants communistes de Pékin et à alerter le monde sur la mise à mort du
Tibet et de sa culture, pour que ces Religieux puissent réaliser leurs vœux
grandioses et qu’ils parviennent au Pays de Bouddha ;
· Nous protestons contre la politique d’oppression sauvage
menée par l’Etat communiste chinois contre le Bouddhisme et le Peuple
Tibétains, et demandons au gouvernement communiste de Pékin d’arrêter
immédiatement cette politique cruelle et d’ouvrir un vrai dialogue avec le
représentant de Sa Sainteté Le Dalaï Lama et avec le Gouvernement Tibétain en
Exil ;
· Nous lançons un appel ardent aux Nations-Unies, aux
différents Gouvernements, aux Parlements, aux Organisations de lutte pour les
Droits de l’Homme ainsi qu’à tous les hommes épris de justice, de liberté et de
paix pour qu’ils interviennent auprès des Autorités Communistes Chinois afin
que cessent immédiatement l’oppression religieuse, les violations des droits de
l’homme et la destruction systématique de la culture tibétaine.
Votre Sainteté Le Dalaï
Lama, Vénérables Religieux et chers Bouddhistes Tibétains, nous souhaitons très
respectueusement et sincèrement que vos vœux soient exaucés.
